Minor offences, we may note, comprise assaults, gambling, drinker- near; huisanoca, and no paessa or lights, and an increase of them may really only mean that greater vigilance is being exercised by: the police, and offences, which wore once overtooked by the police, are now bưẳng punished. This does, in fact, appoar to se count very largely for the increase last year, for wo moto that while in 1881. there were anly 566 casce of no pass or light, last year there were no less than 1,135. Again, in 1881 there were only 284 nuisance ̈ ́czsoi,
while last year there were 627. The unset
tled state of affairs on the mainland may also account for an increase of minor offences in this Colony, for when lawlowers disturbs Canton and other places in the neighbour- hood, it is reflected more or less epon Hongkong. Sono allowance must also, we Fresume, be made for the increase of the population, either permanent or floating. A few weeks ago the Chinese member of the Legislative Council asked the Govern font if it could not do anything towards the suppression of gambling in the Colony. It appears from these roturna that in 1881 the number of cases of gambling-coming
