is scarcely necessary for us to point out that the despatches laid before the Legislative Council at the meeting yes terday are of the highest importanco. and interest, They wonounce that phanges,almostradical in theirnature, are to be effected in the constitution of the Executive and Legislative bodies of this Colony. What these proposed changes ure may be briefly indicated. Dealing first of all with the Executive Council, this body has hitherto been constituted as follows:

The change proposed by His Excel- lency in the constitution of this Conncil was that two officials should be added to the body, namely, the Colonial Tree- surer and the Registrar General.
