1. Small Parcels may be sent by Poat st Book ristes between any of the Post. Office in China or Japan, as well as to Maono, Fakhoi, Singapure, Penang, and Malacca. They must not exceed the following dimensions, 2 feet long, I foot bread, I foot deep, nor weigh more than sibs. The parcels may be wholly cloned if they boar this special endorsement, PAROEL, CONTAINING NO LETTER, but any arcel may be opened by dízostion of the Postmaster General.
