In the following Statements and Tables the Rates. are given in cents, and are, for Letters, per half ounce, for Books and Newspapers over four ounces in weight Patterns, per two ounces, are charged as double, treble, &, as the case may be, but such papers or packets or papurs may be sent at Book Rate.
