The amount of fairness which the Governor has imported into this dis- cussion may be gauged by the head-line which he line placed over these docu ments, viz,,Race Distinction in City Hall Museum Rules! This phrase is no doubt one that is calculated to exercise a certain effect at Home, and it appeals we believe, to the only section of the British public with whom Bir John Hennessy has succeeded in obtaining a modified support.
