I am happy to say one gentleman now absent, but well represented here, Mr Keswick, supported Sir Arthur Kennedy in. his desire to have Chinese in the police, forou Sir Arthur Kennedy carried it out, and the result is that on coming to this Colony I found in existence the best police Forco I have ever Toen in Her Majesty's Colonial Empire.

The Police Commission referred to in the above was issued by Governor Mae- Donnell on the 22nd of December 1871; and its report, dated 27th June 1873, is signed by the following gentlenion :----- Messrs . C. Hayllar (Chairman), W. Keswick, F. W. Mitchell, H, Lowcock, W. Lemana, and F. Stewart The Go- verfor characterises the report as "a strong fogging and branding report." In the report itself branding is spoken of as a scheme, the beneficiul nature of which was unquestionable; the Com- mission have given much thought to this measure and have duly, weighed the arguments of the opponents of ite principles; but whilst they respect, they Cannot coincide with the motives of philanthropy in which this opposition has its origin. Of the deterrent of the lash, the disappearance of ear-snatching and the diminution of highway rubbery. With violence were quoted in proof of its usefulness and the Commission recoin- mended that the presiding Judge should have power to order a flogging in every case which disclosed circumstances to deserve it.
