The China Mail.

HONGKONG, TUESDAY, APRIL 12, 1881;

OUR previous remarks upon the system of Government in British Crown Colonies treated of its modus operandi, and its most objectionable phases as exhibited in the preecat administration of this Colony. We showed that, although there were three nominal checks upon a Governor, only one of these was of any practical utility. This one great check

is

provided by the action of the Sette- tary of State for the Colonies, who supers intends the policy of the Mother County with regard to the Colonies, appointa all Colonial Governors, and controls the Government of each Colony according to the powers vested in him in each case. He has certain general powers over all Colonies; but with regard to Crown Colonies he is directly responsible to the nation at large and especially the colonists for the right administration of such Colonies. The Governor of the Colony is the agent of the Sovereign, but is under the direct control of the Minister, responsible for the Colonial Department.
