Whereas the right of expatriation is a natural and feberent right of all people and is indispensable to the enjoy ment of the rights of life liberty and parauit of happiness, and where in the recognition of this principle, this Com vernment has freely received · em grants from all metions and invested them with the rights of citizenship.

Therefore, any declaration, instruction, opinion, order, or decision, of any officer of the United States, which denies, restricts, impairs, or questions. the right of expatriation, is declared ip- consistent with the fundamental prine oplos of the Republic.
