We had known for some time that Governor Hennessy had beon endeavouring to work with the British Minister at Peking on this much-vared question; and certain remarks of the prosent Governor, concerning the re- gulated export of salt and proposed re- strictions on the expart of opium, had prepared us for the statements which now appear in the despatches of Bir Thomas Wade. It may be remembered that Governor Hennessy entertained a scheme of collecting in Hongkong the export duty on optam on behalf of the Chinese Government and it is believed by some that the Governor had some thing to say in the proposal to collect. from the Government of India the lehin duty on the drug at the Treaty Forts, However that may be, there is a certain similarity in the two propositions which must strike the osreful render es curious, and the fate of the larger scheme seems to bode ili fur the enccess of that whichi refers to the little island of Hongkong. When, before leaving for Japan, Go- vernor Hennessy taunted the Cham ber of Commerce and the unofficial members of Council for their assumed supineness in this tutter, he hinted at possible mode of successfully disposing of the difficulty But it is to be feared that neither Sir Thomas Wade, nor Sir John Pope Hennessy can claim to be very fortunate or highly successful statesmen. So much the worse for Hongkong at the foreign merchant in China, and if either or both of those distinguished Britists officers were now to leave this part of the East daring the present year, the foreign communities of China and this Colony would not suffer an irreparable loss.
