1. Small Parcels may be sent by Post between any of the Post Offices in China or Japan, as well to Macao, Pak- hoi, Singapore, Penang, and Malacca. They must not exceed the following dimen- sions, 23 feet long, 1 foot broad, 1 foot deep, nor, weigh more than 5ibe. The postage is 20 cants per-Ib, which includes Registra tion except to Japan, to which country parcels are forwarded at Book Baies, Regia try being optional. The parcels may be wholly closed if they bear this special endorsement, PARCEL, CONTAINING NO LET TEB, but any parcel may be opened by direction of the Postmaster General.
2. The following cannot be transmitted Parcela insufficiently packed or protected, or liable to be crushed (sa bandboxes, &c.)
