The Russo Chinese affair has taken a sudden and an unexpected turn. When the Emperor left for Livadis, taking with hit M. de Giors, it had been fully decided to transfer the negotiations to Poking. The Marquess Theng's mission was considered closed; the Ambassador himself thought soon to leave for London, and Secretary Shao actually set out on his way to China, as did M. Butow, the Russian Minister to Peking, who bad. carried through the negotiations with Chung How, resulting in the defunct treaty of Lavadia. It seems, however, that M. Butzow and Shao have both returned to St. Petersburg. Adding to these facts the negative evidence afforded by the absence of any preparation for departure on the part of the Chinese Mission atill in this capital, I think the conclusion may safely be drawn that the Russian Government has been induced to reconsider its recent decision, and that one more attempt will be made to adjust the difference between Russia and China before transferring the negotiations to Peking. It is obvious that a Treaty Rigned under such conditions would be far more conducive to a lasting setila- ment of the dispute thao one that must inovitably bear the stamp of having been forced from China under pressure of a naval demonstration.
