year. The workmen can be got and, but for the pernicious system of extor tion, the output might be fairly main- tained. As it is, the greatest uncertain-
prevails as to the engagement and payment of colliers, and no one master mind is present to mile the native offi- cials. Notwithstanding these difficulties, the total outturn of the mine for the year 1870 was no less than 30,016 tons, which result compares favourably with that for 1878, viz., 14,029 tons. It is, we believe, almost certain that the same result as that obtained last year might have been secured in 1878 had not the obstacles of rapacious officialdom come in the way. This consideration gives one a very apt illustration of the way in which this obnoxious system of self- payments acts upon public policy, whe- ther it be applied to general fiscal mat- tere, special taxation, or public works. For instance, if the expenses of tho Kelang Colliery be considered for the two years under notice, it will be found

It is estimated that, taking small and large Coal into account, and calculating upon the average rate of 82.50 a ton, that the produce of the miue for 1870 would be worth say $75,000. But here again comes in one of those unaccountable freaks of the Chineso official. It is certainly puzzl ing why they should fail in making the most of the mine's resources; but it is doubly more so that they pervait the coal to remain in tho coal-yards after it is ready for sale.
