The result is not an una&tural consequence of the unreliable character of a great proportion of the foreign sailors that and their way to this part

Itis, we believe, not per mitted to a ship-master in this Colony to discharge a Europeas crew and re- place it with an heistic ship's company; but so soon as a captain, who desires to get rid of his Europeans arrives at one of the Treaty Ports, he appears to have no great trouble in effecting the desired object. Foreign sailors in con- siderable numbers therefore find their way to this Colony from the Treaty Porta at which they are discharged; and although we do not say that the seamen do not receive fair treatment enough, the result so far as Hongkong is concerned is much the same as if they did not. Although it may be fairly alleged that no one has a right to pre- vent a seaman from agreeing to take his discharge, if he chooses to do so, it seems desirable that some, check should be placed upon the indiscriminate prac
