HONGKONG, MONDAY, JUNE 28, 1880. THERE are several very sensible sug- gestions in H. E. the Governor's speectr which he made to the Hongkong Volua- teers on Saturday fast. Most of these will commend themselves all the more to the community, because they ma nated originally from the officers of the Corps, who have studied the question from a practical point of view. A Volun teer Band has been befors alluded to by His Excellency, and as nothing farther has been heard of this unnecessary orus ment in the interval, it is more than probable that nothing more will tran- spire upon this head; and it is just pos sible that but few ters will be shed in that event. Not only the China Mall, but every man who bas given any at tention to the resuscitation of the Volun teer movement in Hongkong, has seen eloarly enough that the Corps has been well nigh crushed by the masterly manner in which it was ignored. Until, It was found expedient to obtain an Extra Aide-de-Camp for Government House, the Hongkong Artillery Volum tears had been practically forgotten; and the Corps was quietly dying a Ratural death. This mistaken policy on the part of the Executive has been changed just in time to save this move? ment from prasing away; but, as it is always better to be late than nover to do anything at all, it must be a subject for congratulation that the Governor lina at last been aroused to the fact that the remaining fragments of the Corps are sufficiently disgusted with their treatment in the past. Ever since Captain Dempster left, things have been going from bad to worse; and every one has wondered why an experienced Artillery Officer has not been told off to utilize and bring to efficiency what was certainly a most creditable and capable body of men. It may not now be too late, as we have suggested; but there› never was any doubt about the adviso bility of such a step.
