We turn now with pleasure to the principal remedy suggested in the paper before us for the alleged state of things and in so doing it gives us unqualified plessure to state that the proposal to form a Committee of Referees is one

which ought to commend itself to all who are desirous of wosing the Chinese Community interesting themselves in their own munjopal government. Had the learned Doctor even proposed the Formation of a Chinese Municipal Coun ci, with properly-framed zules and regulations, much might have been said. here in its favour. The great objection that has hitherto been made against the Chinese exercising some influence on the Government has been that, in their present half-informed state, their efforts have hitherto been neither spontaneous- nor well-regulated. The Tung-wah Hospital Committee, it has been adroit- ted, does not fairly represent the Chi- nese Community, and yet that institu- tion has gone or been led out of its way to meddle with thloge which it did not understand. An organisation of res peotable Chinese for a defined purpose, and that the promotion of charity ought by all means to be encouraged both by the Government and the general, Com- this munity.
