I doubt that in discussion of our rights with the Government of China, we can appeal to any instrument of earlier date than this Treaty, which it will be seen affirms nothing regarding the trade of Hongkong.
In the following year, 1843, in Articles XIII., XIV., and XVI., of the Supple- mentary Treaty, also signed by Sir Henry Pottinger, the trade of the Colony was re- ferred to, but in terms singularly restrictive, Junks were to trado only between Hongkong and the then open five ports, and that under passes to be examined by an officer of the Colonial Government and surrendered on their return trip. A monthly return was to be made on either side of the passes so granted, and irregularity detected by the Colonial officer was to be denounced.
An additional reason that I have for troubling you with this letter is that I allowed the meeting to dissolve without an assurance that I shall feel the sincerest pleasure in advocating any measure, of the character I suggest, that the mercantile community of Hongkong may bring forward. I have no faith in improvement that will be recognised as such until the thres Custom Houses disappear, but the essential condition of their disappearance, ongs more, is the existence of some equally good security for the collection of Chinese revenue.-I am, &..
