A Bill for the abolition, of slavery in Cuba was on the 27th inst. adopted by the Cabinet Council; it provides that the abolition shall code into affect immediately after the promulgation of the law. The freed slaves are to remain under the protea tion of their present maaters, who will be re. quired to pay them wages for a period of eight years. At the end of each year an eighth part of the slaves on each catate to become absolutely free, the selection being deter. mined by lot.

THERE seems to be a very general opinion in camp, says the special correspondent of the Allahabad paper, that the explosion at the Bala Hissar was not due to any accident, but was intentionally brought about by some of the enemy who had trusted to our occupying the place in force. Captain Shafto, who was examining the war material. stored in the godowns which have been destroyed, was careful to a fault in all his work; and it is argued that so great an explosion could not have occurred unless preparations had been made for it before- hand. Further, it is believed that the powder which did the mischief was lodged in vaults below the open ground within the walls; and of the existence of these vaults

The services of such eirdars and chiefs as assist preserving order will be duly re- cognized; but all disturbors of the pace and persons concerned in attacks upon the British authority, will meet with condign punishment.

The British Government, after consulta tion with the principal si dars, tribal chiefs, and others representing the interests and wishes of the various provinces and cities, will declare its will as to the future per maneut arrangements to be made for the good government of the people.
