Here are good and now markets for Japan, close to her shores. The consul is intelli. gant, and if he is encouraged to do so, he could make straight the paths for a trade that would in a few years turn the outlays of the Colonisation Department of Yezo into good investments, give exployment to an enlarged steun fleet, bring about an influx of the precious metals that will go far to redress the existing bad balance of trade, and secure for this empire the virtual monopoly of a sound commerce, for which she would have no competitor.
