Minister to China not only permitting, but defending the abuses Hongkong is a free port, and must remain a free port, until a competent authority decides other wise, and, notwithstanding the subtle refinements of Sir Thomas Wade, the levying of imposts at our doors, upon ships of whatever build or nationality, destroys its character in this respect. Verily our Minister's diplomatic con 5ience must be made of tough material, Nearly three years since he insisted upon the insertion into the Chefoo Convention of the following clause:
"The Government of Hongkong, bay- ing long complained of the interference of the Canton Customs' Revenue Craisers with the junk trade of that Colony, the Chinese Coverament agrees to the ap pointmeat of a Commission to consist of a British Consul, an officer of the Hong. - kong Government, and a Chinese Official of equal rank, in order to the establish. ment of some system that shall enable the Chinees Government to protect its revenue without prejudice to the intereats of the Colony."

But whatever may be our Minister's personal opinions, we trust that the Imperial Government will not permit him to abandon the stipulation for the appoint ment of a Commission to establish some system that "shall enable the Chinese Government to protect its revenue with. out prejudice to the interest of the Colo. ny." That stipulation seems to us to involve the whole question. There can be no objection to our taking every res sonable precaution to ensure the bona fides of every native trader clearing from the port, not on the ground of international right, but on the ground of friendly interest in a neighbouring State whose preventive service is not fully organized; but it is intolerable that the Chinese Government should be permitted to regard Hongkong as a port, on the commerce of which, provided it is con- ducted in Chinese vessels, it is as much. entitled to impose duties as if the Colony formed a part of its own Empire,
