The Loan has been authorized by an Imperial Decres, dated 9th of October, 1878. « The Loan, principal and interest, is specially secured by the hypothecation of the Imperial Maritime Customs Revenue of the ports of Shanghal, Foochow, Canton, Ningpo and Bankow-the five Ports which have the largest Customs Ravenne of the Empire to the extent necessary for the dus payment of interest and repayment of principal of the sald Loan.

The special hypothecation of Oustome Revenue to meet the charge of the present Loan is constituted by the deposit with the Hongkong and Shanghai Banking Corpora tion of Customs Bonds, signed by the Viceroys and Governors of the respective Provinces In which the Ports referred to aro situatod, which Bonde will be held by the Bank in trust for the holders of this Loan.
