into operation, and inflict a serious blow on one of the most important commercial é undertakings we have in our midst. There has been ample outlet of late for the energy of the custodians of our lives and property, while sparing the Steam- boat Company, and the proprietors of the rival, but equally unoffensive estab lishment, represented in the Tchang. Nor were the Police under any greater obliga tions to enforce the provisions of this Ordinance than they were to carry out certain mintary enactments for the sup pressions of nuisances of various kinds which flourish in Hongkong, or for the carrying of lights and passes by the Chinese. By the laws of England any person, excepting a Jew, who works on Sunday, excepting in cases of necessity or charity, or ories a cabbage for sale in the streets, is liable to a penalty. These are laws, however, that it is not consid ered expedient to enforce. It seems a pity that a similar view was not taken of the Ordinance of 1876, considering its faulty construction, and the peculiar dir cumstances under which it still happened to be in existence,

At the same time, it is a little surpris ing that the Company again allowed. themselves to drift under the penalties" of the enactment. from the Chief Officer's log, rend in Court, must also be regarded as evidence that efforts had been made at Canton to keep down the number of passengers received on beard, but that the limited orew on board were powerless to prevent the straggling, tenacious, mass of huma nity from crowding into the steamer, A general proof of the Company's desire to keep on the safe side of the Ordinance was afforded by their doubling their fares immediately after their previous convic tion. We are convinced there is a general desire that H. E the Governor will treat the Company as leniently as possible under the circumstances, and that a small fine will be again inflicted.
