HONGKONG, TUESDAY, FEB. 25, 1879.
It is seldom that the observations that fall from the lips of our worthy townsman Mr Granville Sharp are not ably thought out and of a character and weight de serving the attention of any auditory he may be addressing. But the fallacies of his remarks at the meeting of the China Fire Insurance Company yester day were so apparent that they caused the withdrawal of a motion in itself harmless and unobjectionable, eave that it had for its object the imposition of a task which had been already taken upon themselves by the directors and managers of our local fire offices.
Mr Sharp's words meant nothing if they did not imply that a considerable portion of the earnings of the "China" and "Hongkong" Insurance Companies should and must be employed in alleviat- ing the condition of Chinese shopkeepers and labourers by rendering them less liable than they are at present to the chances of conflagration. But the appeal thus made to the associations mentioned, might with equal justice be 'arged upon the Steamboat Company, or the East Point Refinery. Much more reasonably might our local philanthropist press upon the Marine Offices the duty of establishing life-bost stations at various points on the island, or upon the Distil lery that of keeping a supply of coffins at a 40-yards range from each publio house where its produce is vended. It has been laid down again and again that the principle of Fire In- Burance Companies providing means of Fire extinguishment is unwise. and unnecessary, and this principle is now generally adopted. If fre
offices
contribute to auch purposes,
it is only reasonable that they should charge the aggregate amount against the premiums received, and the charge would thus ultimately fall upon the insured. On the other hand, if the expense 18 thrown upon the district, the uninsured will have to pay their quota, as they should, for they stand doubly in need of It is true these are only protection. facts and arguments, and we put them forward with diffidence in the face of Mr Sharp's dictum that "the extinction of fires forme one of, if not the primary duty of an Insurance Company. That some addition to the premiums charged would be necessary if Mr Sharp's ideas were carried out there can be little doubt, He takes the sum total of the premia collected by the local companies at the whole of the porta of China and Japan, not forgetting the Philippines, the Straits and Salgon, and charges it with 2} per cant for the protection of Hongkong. It follows, therefore, that to protect, in the manner the Directors deem necessary, the other large contributories of premis,

We must not be understood to advie cats any alteration in the way of lessen. ing the real of the two local Companies as it has been exercised up to the present time, The valuable services of the Volunteer Fire Brigaden working with their engines here, at Shanghai and at Yokohama, are too widely appreciated and cannot be dispensed with: But it would be unfortunate were an idea to |get abroad that these institutions ard not doing all that could be expected from them, in fact mors, until a change In the regulations of the Home Comp pants enables a more equal distribution of the expense which has hitherto been
