TE hereby beg to notify that we have WE to that we have Mr Goto Shojtro, the owner of the Take- shima Collieries and Mines, for breaches of bis agreements with us, as Agents of the Bald Mines, by delivering Coal, and other- wise, and for an Indebtedness in respect thereof.
His agreements with us render it a wrongful act on his part, to supply the produce of the mines, through others than ourselves, or to give possession of any part, or to recover the proceeds thereof without our consent.
Our exclusive right to supply, our present possession, and right to possession, and our absolute right to claim and recolve the proceeds of the produce of the Takashima Mines have tovor been waived by us.

Let us consider the two methods by which the Administra tion here promotes the work of educa tion One is by grants-in-sid; the other. by the establishment of Government schools
The "Grants-in-aid Scheme, is exactly similar, even in details, to the scheme by which the Home Government grants aid to voluntary, or denominational schools, in England. The chief difference ap- pears to be that the Administration here arranges its grants on a more liberal scale than doon the Home Government. It is a system of payment by results, and is perfectly fair and impartial so far að it goes. Bishop Raimondi apparently does not think so, having hitherto per- sistently refused to share in the grants
AB, however, the Bishop is the chief loser by the arrangement, there appears to be no great reason why the system, which is found good enough for the United Kingdom and for the other re ligious donominations in this Colony, should be departed from to meet the particular wishes of an alien ecclesiastic.
The second means for public education in Hongkong, namely, the Central and other Government schools, appears to be no almost exact counterpart of the Noon-French Mail leaves for Porta of School-board System at Home, School-

The only difference that appears to us to exist between the school- board System at Home and the Govern ment School System in this Colony, in that while the former is carried out by local boards, or, failing thất, by the Government, the latter is carried out only by the local Administration, This, could not be very well otherwise. place of Municipal Councils, Boards of Works, and other similar bodies, and it would be a decided departure from the usual order of things if a School Board were estab lished here, although the question of
