Government is not secular, but makes grants for religious instruction, the post- tion he appears inclined to take up here in regard to the Central School and the education question generally would be materially strengthened. But, as a mat- ter of fact, the British Government does not grantone penny for the promotion of religious instruction in the schools at Home, The English Government, then, deals with the public schools of England/ in a purely secular manner, and when Mr Hennessy refers to the "body of seculariste," who should have equal rights with other bodies in the State accorded
them, he speaks not only of the majority of the population of the United King-. dom, but of the Government of which he is here the representative.

The position of secularists, if they must be called so, is this. As Board schools are established and supported out of rates levied on all religious parties-Roman Catholic, Church of England, Congrega tionaliste, Latter-Day Saints, and so on ad infinitum-it is not regarded as right that those schools should be utilised for
the propagation of any particular religious dogmas or prejudices, and as it is impor- sible that some half a dozen beliefs can be taught in one institution, the majority of people feel that the only solution of the difficulty is to abolish religion alto gether from the school. work, and make the same wholly secular-in short they become secularista, With regard to volun tary schools, here it is also felt that grante in-aid which come out of taxes levied on all denominations should not be devoted to the work of propagating relie gious dogmns of various kinds, and that` such grants ought only to be made for the secular results of the instruction afforded in the voluntery schools. This is exactly what is done. The Education Act of 1870, section 97, expressly pro- vides that "after the 31st March 1871 no grant shall be made in respect of any instruction in religious subjects," while
