The vital question is, however, whether tho large- numbers of rebels and desperadoer on the Tonquin, Kwang-si and Yunnan borders, who have so long defied the fee- ble attempts made for their suppression, will join in this new movement. These rebela recognise one chief, known as "Yip," and are said to number nearly a hundred thousand. They are generally termed the "Black and Yellow Flag rebola. In his report on the nowly- opened porta of Hoihow and Haiphong- Dr Dennys speaks of these rebels as one of the great troubles of the route to Yunnan via the Red River.
