that banks or firms here would, exhibit much readiness to purchase coins at a. loss, or, in other words, at a premium. As a matter of fact we believe the coins were invariably supplied at par, and tha the object of the Government in 'thus advertising for tendera was to get par chasers, in large quantities, of the coins as soon as they were received, and there- by save loss, in the shape of interest, through considerable sums, in these Noon-English Mail leaves for Forta coins, being retained in the Treasury for lengthened periods. The Government, then, disposed of the coins at par.
Having sest that the Government
remains to be observed how they are disposed of under the new order of things, which, His Excellency stated, has been inaugurated. So far as we can see they are still disposed of at par, the only variation from the old arrange ments being apparently that formal `ten- dering for large quantities of the ocins is abolished, and that small supplies are furnished to applicants. That this is su may be gathered from a notification in the last number of the Government Gazelle intimating that these coins, of the respec tive values of 20 cents, 10 cents and 5 cents each, onu be obtained at par at the Colonial Treasury, and at the Hong kong and Shanghai Bank. Presuming that we have arrived at a correct conciu. sion on this matter, we really do not see why the profit on subsidiary coins should disappear in consequence of the changes effected; nor do we understand Mir Hennessy when he says: "They (the coins) are now supplied at the rate wo have obtained them at ourselven." It is certainly to be imagined that the Gov erament obtains the coins, in a general way, at a lower rate than par, but surely it does not intend to supply them to the public here under their par value.

If the Government, in selling the coins at par, can make any profit it is unques tionably a legitimate profit, and it would bo worse than childish to object to it.
The profit made on the coins of late must have been very small indeed. It is calculated that the "touch" of the
