We have already quoted a telegram stating that the Porte has refused to appoint Delegates for the "ratification" {reatification of the frontiers of Greece, and there can be but little doubt that the proposal of Germany, that the Power should take common action to make the Porte execute the provisions of the Treaty, has special reference to the refusal in question. In other words the Porta refuses to take the preliminary step for carrying out the proposition for the rectification of the Greek frontiers, brought forward at the Congress by the representative of France, and agreed to by all the plenipotentiaries present, with the exception of those of Turkey, Germany now suggests that common sotion should be taken to compel the Ports to excoute the proposition, and this suggestion has received the approval of all the Powers interested save England and Italy, It is zout probable that the assent of both these countries will be ultimately given to the German proposal, and that Turkey will then, without further parley, appoint the requisite Delegates.

In introducing his proposition to the Congress, Mr Waddington gave excellent reasons why certain rectifications of frontier should be made between Greece and Turkey, and it is a matter of surprise that Turkey, at such a critical period in her history, should choose to run counter, in such a comparatively unimportant matter, to the expressed desire of the leading Powers of Europe. In regard to the telegram relating to Batoum, it is.. satisfactory to learn that, notwithstand- ing the gathering of the Mahomedan population to defend that town from Russian occupation, it has passed into the possession of the Czar's troops with out the useless spilling of either Russian or Mabommedan blood.
