The Acting Magistrate of the Namhoi District represents in it that on the 16th February last he received an official despatch from the Acting Provincial Judge stating that he had learned that in one of the villages of Namhoi there was a great scoundrel named Fung Shu, of some low rank, who was in 'the' habit of protecting thieves, extorting bribes, oppressing poor people, and accusing his neighbours off corruption. The villagers were afraid of him and dared not bring him to justice. Accordingly the Acting Provincial Judge directed the Acting District Magistrate to ascertain the man's whereabouts, and inflict upon him some heavy punishment. "After long and secret enquiry," proceeds the acting Magistrate in the notifion- tion, I succeeded in getting the miscal apprehended, and though he would not confess, I got clear evidence against him from the gentry of eight villages, all belonging to the Tung Sâm Club, who came in person to my Magistracy and made statements respecting him, pointing out the evil course he had purnued. But after this, the tyrannical acoundrel still persists in denying all that is alleged against him, and he is now incarcerated to await further evid-
