In another column is advertised an address from the Native Tes Guild to the Shanghai Chamber of Commerce on the subject of the one-pound allowance from the weight of oach package of tea. The Guild say it will be necessary that the subject be discussed between the native merchants and Honge; and in the next breath they say it is im- possible to arrive at any decision "for the present," because the native merchants have not arrived at Shanghai. The "hongs" will be able to form their own opinion of this, especially when they consider the concluding paragraph of the advertisement, which says, that although the prices of merchandise are subject to be raised or lowered; a law has never existed for adding or taking off of weights," and that the "settlement of all transactions has invariably been based on the weight given by the scale." That an ber of Commerce proposal is certain, because, apparently forgetting the previously-stated compulsion to await the arrival of the new teas and the assembly of merchants in Shaghai before a reply can be given," the made for the allowance of one pound per Guild distinctly say that the request now package, "appears to be unreasonable, and that they see no reason for departing from established custom. It will be well, perhaps, after this, to await the reply that will be given to the Chamber'e proposition after the assembly of the merchants in Shanghai. the meantime, verbum sapi PROCLAMATION BY THE TAOTAI AT

(Le Constitutionnel, Paris, March 28.) There are at least four articles of the document drawn up at 8an Stofano which must necessarily be ratified by the Powers, otherwise their execution would become impossible. Even if the theory of Russia were accepted, according to which the treaties of 1850 and 1871 have been in fact abolished by the recent war, still the privilege must be conceded to the signatory Powers es a question of right to alter or expunge portions or the whole of those treaties. In fact, under the treaty Rassla alone dealdes the fate and regulates the institutions of Montenegro, Servia, Rou- wania, Bulgaria, Bosnia, and Herzegovina. It would be supposed that in the other European provinces the Bultan Is admitted to exetaiso the rights of sovereignty. This, however, is not the case, atipulates that in all other parts of Turkey

(Opinions, Rome, March 18.) The fact that the paternal aolioliade of Russia is extended to the Bulgarians alone naturally exaltes suspicion, and people find a clear indication of the future projects of Bassin in the fact that the necessary expansion is refused to the Greek nation, and that reliance is placed upon the last remnant of the military vitality of Turkey, which is now a friend and an ally, to prevent Candia, Macedonia, and Thessaly

from being joined to Greece, or at least from obtaluing a share of those advantages which are granted to Bulgaria.

Ba: the money will be paid in spite of the attempt to repudiate, and the honour of the nation will be viudicated. It may possibly turn out an excessive claim, but so was the Geneva award, which was paid at once.
