Beation of St. Joseph, that we feel dis- posed to hazard a remark. The Governor himself has asserted that the Education question has been under his careful con- &a.,sideration for the last four or five. months; and although he has alto- gether avoided the Contral School and its head in his course of study, he is generally supposed to have mastered the details of the work carried on under Mr Stewart. Mr Fransis has also been credited with a large amount of writing and a superfluity of sotivity concerning the same subject, while he is Baid to have done much to enlighten the public on the "failure" of the Central School. The two leading speakers, there fore, at the Prize-giving ought to have been thoroughly well up in their subject; and in the present state of feeling on that question, it is reasonable to presume that they would have followed the ex- ample of their Bishop and dealt with the matter in a fair and impartial spirit. Those who profess to know all about education in Hongkong, and who are openly opposed to the system as adopted by Mr Stewart at the Central School, ought to have seen the unfairness of drawing an invidious comparison be

This, how. aver, ia pardonable; but what can be said of the misrepresentation made by Mr Francis regarding the teaching of English in the Government Babool 1 His words are--"I was astonished to find that, at the recent examination of the Central School, only forty or fifty of the boya had been learning English, or were able to speak any English at all." Now, it seems to us that here the speaker's legal education and habits ought to have prevented him from so grossly misunderstanding the answer given by Mr Stewart to the Governor at the Prize-giving in the Central School "I asked my friend,

How the impression could possibly have been taken from this remark of Mr Stewart's, that only forty or fifty boys were being taught English, is more than we can. explain; in fact, we would rather not explain it. The real truth is, that every boy who enters the Central School is, from that hour, taught English four hours day, as regularly as the clock strikes the hours, until he takes final leave of the school!
