The British steamer Malacca reports: Had generally fine weather with South- westerly and S.E. winds until reaching Tang Ying on the 6th, when there were Indications of bad weather. Supposing a vessel of 1000 tons is now able to take 500 immigrants, under the provisions of this Bill the Captain would have to reduce the number to 200; and upon these 200 he would further be required to lodge £2,000 for three years as a guarantee of their mora- lity and industry.
