While on the subject of criminal mat tera in the Straite, we may note that the Superintendent of Police again urges in his report the importance of repres sive action on the part of the Govern ment in regard to at least some of the Secret Societies in the Settlements. The principal disturbance that occurred dur- ing 1877, was between the Ghee Hin and the Gee Boo Societies at Malacca. There was also a disturbance at Buddok batween the Ghee Sins and the Gee Hoks. The headman of both these societies behaved badly, and it was not until severe measures had been adopted, and nearly 100 arrests made that the

arrel was brought to an end. The warning that riot would be punished with deportation, has had a most whole. some effect upon the Chinese,

In Penang, the Chinese Secret Sooloties are very troublesome, and it requires con- atant watchfulness on the part of the police to prevent disturbances. The Red and White Flag Societies in Penang and numbers during the last few years, and Province Wellesley have much increased in should they not be suppreased they will become more troublesome every year. These societies (unlike the Chinese) are not founded for charitable purposes (although they pro fess to be so), they are a source of constant annoyance, and in Penang and Province Wellesley most of their members are also members of the Chinese societies, and form. a very bad element in them.
