THE telegrams, extracted from Indian papers, which we published last night, afford us some most important informa tion and hints as to the position England bas taken in regard to Russia and Turkey, and the chances of her being dragged into the war. Commencing with Prince Gortechakoff's circular justifying the war, we find that Lord Derby in replying to it, repudiated the arguments set forth, declared that the Emperor of Russia had violated the treaties of 1856 and 1871, separated himself from the European concert, and had departed from the role he, himself, had consented to, since Russia bad assumed to act in the interest of England and of the European powers, Lord Derby concludes the despatch by stating that the British Government now declares that the decision arrived at by Russia cannot have its concurrence or approval" We regard this despatch as one of the greatest moment. Mr Kingsmill said that he had no ob jection to the degree; all he sought was that the master should have priority over the bond bolders. It would not matter whether the vessel or the proceeds of her male were bold, so long as the master would be allowed to have his case stated before the Court. The learned counsel then proceeded with bis case. He read the affidavit of the Captain, in which he claimed $3884.40, made up of two years' wages from 1874 to 1876, prior to the execution of the bottomry bond in Australia, -$2,400, and of sundry disbursements on account of the ship for wages to the seamen, He also claimed three months' pay for himself and seamoso, and for goods supplied to the vessel. The question here, the learned counsel observed, was whether the master, a naturalized American subject, was entitled to targity for wages over the hen of the bottomry bond, remarking that the U. S, law in Admiralty was the same as that of England. He re- ferred to the Merchant Shippings Act, by which it would be seen that the mater of a ship was recognised as in the same position

The Taotal is endeavouring to persuade the southern and local Chinese trading at this port, to agree to the imposition of a tax of 1 per cent, on all goods imported or exported by them, in lien of the existing impost of 3% on imports only. He threatens coercion if persuasion fails. His reason is, he has orders from Moukden to provide funds for the maintenance in this province of a permanent force for the re- pression of brigandage, to consist of 3,000 infantry and 2,000 cavalry; the annual expense of which is estimated at Tis. 480,000.
This may for a very short time throw some more trade into foreign hands.
The Customs at this port have notified merchants that they are unable to make arrangements to enable vessels to complete their loading outside the bar.
In future, therefore, vessels drawing more than 17 feet would do wisely to avoid this port, or arrange when chartering to som plete loading, if necessary, at Chefoo.
