CONTINUing our resumé of the Blue Book containing "Further Correspondence relating to the complaints of the mercans tile community in Hongkong against the action of certain revenue ornisers in the neighbourhood of the Colony," presented to Parliament on the 8th August last, we have to deal to-day with some in portant despatches from Sir Brooke Robertson, the Colonial Office, and the Government here, with respect to the duties levied by the Chiness at the blokade stations round Hongkong, Sir Brooke Robertson, it is evident from these despatches, has constituted himself the Hoppo's "special pleader." Not that we altogether blame Sir Brooke on this account. As Her Majesty's Coneal at Canton it is perhaps his duty, in discussions of this kind, to put the Hoppo's case forward in the way which it is regarded by that high fano tionary bimself. Sir Brooke, however, has identified himself far too closely with the views he advocates, and has apparent ly adopted as his own, in some cases, arguments which can neither be regarded as creditable to his intelligence not to the responsible position he holds.
