The limit of size for a book packet addressed to any place abroad is 24 inches in length and 12 inches in width or depth.

A newspaper posted unpaid, or a packet of newspapers posted either unpaid or insufficiently paid, is treated as an unpaid or insufficiently paid book packet of the same weight.

The postage must be prepaid either by an adhesive stamp, or by the use of a stamped

wrapper.

No newspaper can now be sent through the post a second time for the origins postage. For each transmission a fresh postage is required,
