All on the street are wall dressed, and each one is wishing his neigh- hour wealth and happiness, two things, by the bye, rather scarce in this flowery king- dom. The weather has been very severe

THE Press remarks that foreign improve ments can hardly be expected to be introduced into China without soms opposition from the natives. Railways especially have always been regarded with aversion. Though the Chinese have no practical acquaintance with the iron road, they have heard sufficient con. berning it to be aware that it is a potent in- strument in the work of opening up a coun- try to trails and an effective channel for dif- fusing liberal and enlightened ideas. This is a verdict of the jury, and the rule was that costs should follow judgment, is axaatly what Chinese officials do not want. They have no wish for the spread of Wes- This was no doubt, at he had said before, tern ideas through the country, and dread a great hardship on the defendants, but the the influense which extended intercourse claim being for trust money, the question with foreigners might have upon the masses of hardship should not be taken into con of the people." They also view railroads as sideration. Sir John Smale observed that profitable to foreign constructore only. Still, when we remember the equally stupid afguments used in Great Britain against the railway when first introduced there, we shall not be indisposed to make allowances for the prejudices existing against them in China. The Press notes the case in which a native landowner at Wusung sold some ground to the Railway Company for which he has been flogged to death. It expresses a hope that the enso will be taken up by the British Consul, and that punishment will overtake the officials concerned.

The Chung Ngoi San Po (the Chinese issue of the Daily Press) commenting on the remark of the Queen of England, that England should join with Germany, Prue sia and Austria in dictating reforms to Turkey, says England should not do so, and adduces two reasons. First, the three powers bave formed an alliance with the object of injuring England ultimately. Secondly, she should not give her assistance unsought.
The Universal Circulating Herald com ments on the Turkish reform question. It says if Turkey becomes the territory of Russia, the latter will have the whole of mand of the Black Sea. If such an even- tuality is consummated, Rusala will be ti most powerful country in Europe. There fore, the protection afforded to Turkey by Germany and Austria is given from motives of self-preservation.

G. urged the great hardship on the defendants, who should, in addition to the loss of their £20,000, be made to pay costs. His Lordship thought it a hard caso too. Finally Mr Hayllar was satisfied that there should be no order made as to costs at present, as the case would have probably to be decided by a higher Court.
