We notice that the new Merchant Ship- ping. We are there fore unable to say whether additionally tringent regulations are impceed upon mercantile Masters regarding a matter - which is becoming notorious in Hong kong the proper condition of standing and running rigging. So far as we are aware, if a ship arrives without accident, or the necessity for a survey from da mage incurred on the voyage, she is at perfect liberty to load and depart without any enquiry being made into the state of her rigging. Her lower shrouda may be fit only for paperstuff, the foot ropes of her yarde stranded, her hallarda as full of splices asa fel is of bones; but ao long as she has escaped serions accident nothing is said, and we be lieve nothing can be done under exist ing regulations in this Colony.
