The chair regulations as to badges and tariff boarda liave already resulted in the saving of much tiran temper, and cash to the seafaring and other visitors who were formerly at the mercy of the truculent set who constitute our chair coolies. The latest improve. ment is an attempt to enforce the rule of the Tord by notices posted on the lamp posts, etc., of the principal streets, but owing, we fancy, to the chair coolies being unable to read them, they are 23 yet nearly inoperativo. Foreigners aro very willing to co-operate with such efforts, for their own comfort, but when they cannot make themselves understood (as is generally the case) but little good results from their endeavours We would suggest that the police be instructed to enforce the rule, and whenever they per ceive a chair on the wrong side of the rowd instruct the bearers to take their proper position. Of course this requires police who can make themselves under- stood to the natives, a qualification, the absence of which at present distinguishes that ornamental body.
