the windows been broken in and a stiram of water directed upon the wood- work by the neighbours, in consequence of the refusal of the intuates (12 chair- rcolies) to take precautions against a most annoying and most dangerous nui- sance. A similar disregard of commi prudence was pursued on every floor, and though chimneys were erected by the owners, the tenants persisted in so arranging their fires that they were practically useless. Every possible incans was taken to stop the nuisance. Ap peale were made to the Inspector of Buildings, to the Inspector of Nuisances, to the Magistrates, and to the Police (communication with the Sikh idiota, who form a portion of that ornamental body being found hopeless, the failure here was donbly apparent) but all without success. As a last resort the defendant, in a recent police case, finding a dense volume of wood smoke coming out of the windows of two of the four stories of the houses, entered the er floors, and on the refusal of the inmates to lessen or abate the smoko-a perfectly. easy thing to do if they chase-broke a fire pan and bowl placed within and against the woodwork of a window in. one house, besides demolishing the fire. pan in another house: For this he was fined in a triding sum at the Magistracy, the Magistrate being of opinion that Chinese chair-coolie who wilfully endan-

gored property worth some thousands of dollars and created a nuisance which would not be tolerated in civilized country was entitled to have his rights of privacy respected as much as an Euro- poa gentleman! This too after every form of civil remonstrance, as proved by witnesses, of official application, a resort to the Police Court and numerous notices in this journal, had proved ineffectual.

We tell the story not to satisfy our feelings at the very nominal fine imposed on the occasion in question but to shew a radical defect in the administration of our law. The Chinese coolie is noto- riously a non-reflective animal, yet the law. not only refuses to impress careful- ness upon him, but probibits the foreigner from doing so in the only way which is effectual. The result of the fine and far more serious loss of time in attendance at the police court was, primarily, that the coolies were allowed to not as they liked unless the nuisance became unbearable, when the old argument (with the chance second result was that, being unwilling of a summons) was again resorted to.
