What is wanted is that every Chinaman em- ployed as collector of coolies, be registurey]. and provided with a document setting forth in the fullest possible manner the axaat conditions under which the coolies may be engaged; specially declaring that the coolie is liable only for the actant sum he receives from the collector and distinctly informing him how he may releen himself from his promise if he sees fit. The Chinese authorities should then be requested to notify this, publish ing also conspicuously the names of licensed brokers or collectors, in every town and village in their respective dis tricts. This at least is the only course we can see between encouraging kidnap ping and seduction by partial money advances, or the total prohibition of the employment of Chinese middlemen alto- gether.
