BRITISH CONSULATE CANTON, February 26, 1869, Bepresentations having been made to the wintersigned with reference to the difficul ted experienced in obtaining the due ful- filment of contracts through the failure of the Teamen and Brokers to supply. Seeing that no amicable arrangement could. he arrived at, the undersigned, in conjung tion with the Consul for the United States, regifested the Chinese authorities to notify to the Teamen, brokers, and others, that the utmost rigour of the law would be eu forged in all cases of fraudulent practices, and he hopes that the Proclamation which Eh been issued accordingly, a copy of translation of which is annexed, will have the effect intended, by showing the parties against whom it is directed that they will Hot ebespa with impunity from the corse quences of their misdeeds,
