Da nach officiellen Nachrichten in Japan der Krieg zwischen Seiner Majestilt dem Mikade und den Tsikuhn ausgebrochen ist, und die Beobachtung strenger Neutra litút datures nothwendig wird, so macht dar Unterzeichneta Geschäftstriger Seiner Majestät des Königs von Preussen in Ja- pan dio preussischen Unterthanen und Sohutzgenssen darauf aufmerkerm, dass eine Betheiligung an dem Kriege, selbst in der Eigenschaft ets Nicht Combattant, die Zuführung von Kriegs und
fsu, die Zuftihrung und Beförderun, it
Militärpersoner, Depeschen und zur Kriegs- contrebande gehörigen Gegenständen in preussischen Kauffahrteischiffen für irgond
eines der beiden Theile nach den Grundsät zen den Volkerrechte eine Verletzung der Nentralität in sich schliessen und als feind liche geshodet werden können.
Die im Militardienste befindlichen Per sonen können daher nach Kriegsgebrauch behandelt werden, während die Schiffe und sonstigen Transportmittel der Wegualme und Confiscation unterliegen, welche auch auf die Uebrige, etwa torhandene, Neutra len gebörige Ladung ausgedehnt werden
kann.
Jede Verletzung der Keutralität durch preussische Unterthanen und Schiffe würdo dieselben ausserdem der Gefahr aussetzen, ihrer Ansprüche auf den. Schutz der Köni glichen Regierung sowie auf die in den
russisch-japanischen Vertrage garantirten Rechte und Privilegien verlustig zu gehen, Hiogo, Kobe, den 18ten Februar, 1868. Der Königliche Geschäftsträger,
