WE observe that the telegraphic line via Kiachta opened in Eagland on the 18th February, so that the first telegrams will arrive in Shanghai about this date. The programe published by Mr Grant gives some explanations of the delays, which occurred last year, and as they may be interesting to our readers, we extract. May and Jane, those months being the them. Six couriers are to be run during most fruitful. in delays owing to the inundations which sometimes take place by the overflow of the Fivers, Irtisch, Obi, and Yenessoi.
