Now it is perfectly true that these powers have managed to make treaties with China at least without expensive expeditions, but it is a little too much to
unassisted efforts of their diplomatists in this inexpensive way. There is not one of these powers (the assertion that Per- tugal has done so, by the way, is a mis take the Chinese having positively ra fused to ratify the present druft of treaty) which has not been indebted primarily to the assistance of the foreign Ministers now resident at Peking, the services of the interpreters attached to the missions, and ovon, in the case of Denmark, to the very clark-work of the student interp ters at the British Legation, who had the pleasure of nopying out multiforin copies of recorrected drafts of the Danish treaty without even the bare thanks usually accorded to gratuitos labor. In a secondary degree the representatives of these powers have been entirely indebted to the position beld by the great treaty powers who had by force of an wou their way to the capital, whe maintain expensive squadrons on the coast, and whose large Consular establish menta have enabled them to materially assist the views of those who sought their faid. Wo do not of course expect that. obligations like these should be acknow ledged.
