SUPPLEMENTARY PROVISIONS FOR THE QUARTER ENDED 31ST MARCH, 1964
THE FINANCIAL SECRETARY moved the following resolution: —
Resolved that the Supplementary Provisions for the Quarter ended 31st March 1964, as set out in Schedule No 5 (Final) of 1963-64, be approved.
He said: Your Excellency, the schedule before Council is the fifth and final list of supplementary provisions on 1963-64 account. The additional supplementary vote amounts to $51 million, the main item being $32 million for the Water Emergency.
This schedule brings the total of supplementary provisions for the year to $184.9 million. This does not mean however that the original estimates of expenditure have been overspent by this amount. There was considerable underspending both on a number of original votes and on some of the supplementary votes. Total spending was in fact $65 million below the original estimate of total expenditure.
All the items in the schedule have been approved by Finance Committee and the covering approval of this Council is now sought.

DANGEROUS GOODS (AMENDMENT) (NO 2) BILL, 1964
THE ATTORNEY GENERAL moved the First reading of a Bill intituled “An Ordinance further to amend the Dangerous Goods Ordinance, 1956.”
He said: Sir, section 5 of the Dangerous Goods Ordinance, 1956, as it stands at present prohibits, with certain exceptions, the manufacture, storage, conveyance and use of dangerous goods except in accordance with a licence, but does not prohibit mere possession, custody or

control. The facts of a recent case disclosed a lacuna in the law when it was found that although the evidence was sufficient to establish custody or control it was not sufficient to establish storage. The purpose of this measure is to cure this defect in the law.

Objects and Reasons
The "Objects and Reasons" for the Bill were stated as follows: —
The purpose of this Bill is to seek the amendment of the Dangerous Goods Ordinance, 1956, by inserting in section 2, a definition of the word "store", when it is used as a verb, to make it clear, that for the purpose of section 5, to store goods includes to have the mere possession, custody or control of them.
MEDICAL CLINICS (AMENDMENT) BILL, 1964
DR TENG PIN-HUI moved the Second reading of a Bill intituled "An Ordinance to amend the Medical Clinics Ordinance, 1963."

The question was put and agreed to.
The Bill was read a Second time.
Council then went into Committee to consider the Bill clause by clause. Clauses 1 and 2 were agreed to.
Council then resumed.
DR TENG PIN-HUI reported that the Medical Clinics (Amendment) Bill, 1964, had passed through Committee without amendment and moved the Third reading.

The Bill was read a Third time and passed into law.
