The minutes of the previous meeting of the Council were confirmed.

PAPERS.
THE COLONIAL SECRETARY, by command of H.E. the Governor, laid upon the table the following papers:―
Notice under section 90 of the Public Health and Buildings Ordinance, 1903, relating to the closing of the Kowloon Cemetery No. 1 and the opening of the New Kowloon Cemetery No. 6.
Additional by-law under section 16 of the Public Health and Buildings Ordinance, 1903, relating to fire precautions in licensed eating-houses.
TELEPHONE AMENDMENT ORDINANCE, 1933.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend further the Telephone Ordinance, 1925."
THE COLONIAL SECRETARY seconded.
HON. SIR HENRY POLLOCK.―There is no marginal note for Clause 3. THE ATTORNEY GENERAL.―It will be added in committee.
The Bill was read a second time.
Council went into committee to consider the Bill clause by clause.
THE ATTORNEY GENERAL.―I move that the words "Saving clause" be inserted as a marginal note to Clause 3.
THE COLONIAL SECRETARY seconded and this was agreed to.
Upon Council resuming,
THE ATTORNEY GENERAL reported that the Bill had passed through Committee with an immaterial amendment and moved the third reading.
THE COLONIAL SECRETARY seconded and the Bill was read a third time and passed.
MERCHANT SHIPPING AMENDMENT ORDINANCE, 1933.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend the law relating to Merchant Shipping."

COMPANIES AMENDMENT ORDINANCE, 1933.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend the Companies Ordinance, 1932."
THE COLONIAL SECRETARY seconded and the Bill was read a second time. Council then went into committee to consider the Bill clause by clause.
Upon Council resuming,
THE ATTORNEY GENERAL reported that the Bill had passed through Committee without amendment and moved the third reading.
THE COLONIAL SECRETARY seconded and the Bill was read a third time and passed.
NAVAL VOLUNTEER ORDINANCE, 1933.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to Provide for the Establishment of a Volunteer Naval Defence Force."
THE COLONIAL SECRETARY seconded and the Bill was read a second time. Council then went into committee to consider the Bill clause by clause.
HON. SIR HENRY POLLOCK.―I would suggest, Sir, in the Enacting Clause and Title, that the words "Volunteer Naval" be altered to "Naval Volunteer," as in clauses One and Two.

The amendment was accepted by the Attorney General and agreed to.

THE ATTORNEY GENERAL reported that the Bill had passed through Committee with an immaterial amendment and moved the third reading.
THE COLONIAL SECRETARY seconded and the Bill was read a third time and passed.
GOVERNOR'S APPRECIATION.
H.E. THE GOVERNOR: As this is the last Council meeting to be held this year, I take the opportunity of thanking honourable members present here to-day, and those gentlemen who have served on this Council from time to time during the year, for the help, advice and loyal co-operation which they have shown me in connexion with the administration of the affairs of the Colony, and especially, on behalf of my official colleagues and myself, I wish to thank unofficial members for the great assistance given us, for which we are very grateful. I am afraid, as regards the trade and business of the Colony, that we close the year under a heavy cloud of depression, but I hope that cloud will lift to some extent during 1934. I offer you my sincerest good wishes for the coming year. (Applause).

FINANCE COMMITTEE.
Following the Council a meeting of the Finance Committee was held, the Colonial Secretary presiding.
Votes totalling $11,897 contained in Message No. 13 from H.E. the Governor were considered.
All the votes were approved.
