FINANCE COMMITTEE.
A meeting of the Finance Committee was held in the Sanitary Board Room, the Colonial Secretary (Hon. Mr. E. R.HALLIFAX, C.M.G., C.B.E.) presiding.
The votes for supplementary expenditure, totalling $85,734, detailed in H.E. the Officer Administering the Government's Message No. 14, were considered and approved.
Item No. 168: Public Works Extraordinary―Hong Kong, Training Nullahs, reconstruction of Wong-neichong Nullah, Section No. 3,
from Bowrington Canal to Chinese stand............................................. $20,653
HON. SIR HENRY EDWARD POLLOCK―Does this complete the whole of the nullah work at Wongneichong?
THE DIRECTOR OF PUBLIC WORKS―This completes Section No. 3. Section No. 4 still remains to be done.
HON. SIR HENRY EDWARD POLLOCK―Section No. 4 is the last section? THE DIRECTOR OF PUBLIC WORKS―Yes.
HON. SIR HENRY EDWARD POLLOCK―Can you tell us the estimated cost of the work?
THE DIRECTOR OF PUBLIC WORKS―The estimated cost is $150,000. Item No. 170: Kowloon-Canton Railway―Stores Depreciation................ $2,521
HON. SIR HENRY EDWARD POLLOCK―The rails which have been disposed of seem to have been sold at a very low figure.
THE CHAIRMAN―They are of very little value. They have been lying there since 1909.
HON. MR. J. OWEN HUGHES―They should have been depreciated on the books. THE CHAIRMAN―They have been allowed to stand at their original figure.

THE COLONIAL SECRETARY, by command of H.E. The Officer Administering the Government, laid upon the table the reports of the Finance Committee No. 13 of 20th December, 1928, and No. 14 of 27th December, 1928, and moved that they be adopted.
THE COLONIAL TREASURER seconded, and this was agreed to.
LARCENY (AMENDMENT) ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to amend the Larceny Ordinance, 1865."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time.
Council then went into Committee to consider the Bill clause by clause. No amendment was made in Committee, and upon Council resuming,

MAGISTRATES (AMENDMENT) ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to amend the Magistrates Ordinance, 1890."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. Council then went into Committee to consider the Bill clause by clause.
THE ATTORNEY-GENERAL moved the substitution in clause 2 of the words "sub section (5)" for the words "sub-section (1)" in the last line of section 96 (8).
The amendment was approved, and upon Council resuming,

CARRIAGE OF GOODS BY SEA ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to amend the law with respect to the carriage of goods by sea."

THE ATTORNEY-GENERAL moved the substitution in the last line but one of Article II. of the Schedule of the word "rights" for the word "right."

UNITED KINGDOM DESIGNS (PROTECTION), ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to protect the registered proprietor of any design registered in the United Kingdom."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. Council then went into Committee to consider the Bill clause by clause.
HON. SIR HENRY EDWARD POLLOCK―The Colonial Treasurer queries whether the United Kingdom is the correct designation.
THE ATTORNEY-GENERAL―You mean to suggest it should be the United Kingdom of Great Britain and Ireland. It is taken from a copy of a draft from home.
H.E. THE OFFICER ADMINISTERING THE GOVERNMENT― You do not wish to move any amendment?

PUBLIC HEALTH AND BUILDINGS (AMENDMENT) ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to amend further the Public Health and Buildings Ordinance, 1903."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. Council then went into Committee to consider the Bill clause by clause.

THE ATTORNEY-GENERAL moved the deletion in clause 8 of the words "or of any Assistant Colonial Veterinary Surgeon" from section 82 (1).

THE COLONIAL SECRETARY seconded, and the Bill was read a third time and passed.
PHARMACY AND POISONS ORDINANCE, 1928.
THE ATTORNEY-GENERAL moved the second reading of the Bill intituled, "An Ordinance to amend the Pharmacy and Poisons Ordinance, 1916."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. Council then went into Committee to consider the Bill clause by clause.
THE ATTORNEY-GENERAL moved that clause 1 be amended by the substitution of "1928" for "1929."
The amendment was approved, and upon Council resuming,
