HONG KONG LEGISLATIVE COUNCIL. 49

28th July, 1927.

FINANCE COMMITTEE.

A meeting of the Finance Committee was held in the Council Chamber, the Colonial Secretary (Hon. Mr. W. T. SOUTHORN), presiding.

PRESENT:―

THE COLONIAL SECRETARY (HON. MR. W. T. SOUTHORN, C.M.G.).

THE COLONIAL TREASURER (HON. MR. C. MCI. MESSER, O.B.E.).

HON. MR. H. T. JACKMAN (Acting Director of Public Works).

HON. SIR SHOU-SON CHOW, KT.

HON. MR. R. H. KOTEWALL, C.M.G., LL.D.

HON. MR. D. G. M. BERNARD.

HON. MR. A. C. HYNES.

HON. MR. J. OWEN HUGHES.

HON. MR. W. E. L. SHENTON.

MR. E. W. HAMILTON (Deputy Clerk of Councils).

H.E. The Governor's message No. 8, containing items of supplementary expenditure, Nos. 60 to 67 of 1927, totalling $124,232, was considered.

The votes were agreed to.

THE CHAIRMAN said―In order to improve the sanitation round about the hutments in Shamshuipo, the military are very anxious that we should proceed with the latrine provision for that area of New Kowloon. We had not intended to proceed with the work owing to lack of funds, but the military authorities are prepared to put up $10,000 and in view of that we think it wise that we should go straight ahead with our scheme which will cost $16,000. I therefore propose, if you approve of this, to put a formal vote before you at the next meeting of the Finance Committee. Meanwhile I would ask your general approval of the scheme and authority to issue a special warrant for carrying out the work prior to passing the formal vote. It is an eminently desirable scheme and as more than half the cost will be contributed by the military in order to get the work done in advance of the time we should ordinarily do it, we think it advisable to carry through the work at once.

This was agreed to.
