NO. 6 OF 1862.

SATUARDAY, 3RD MAY, 1862.

PRESENT:

His Excellency the GOVERNOR, and all the Members, except the CHIEF JUSTICE on account of indisposition, and Mr. CHOMLEY, absent on leave.

The Council met to-day, pursuant to adjournment.

The Minutes of the Council held on the 21st April, were read and approved.

The Attorney General, in the absence of the Chief Justice, presented the Report of the Select Committee on the “Post Office” Bill, suggesting certain amendments therein; and the same having been received—

The Council went into Committee on the Clauses of the said Bill; and after the adoption of the proposed amendments, and others made in Committee,

The Governor put the Question,—That this Bill, as amended, do pass, and that the Title be—“An Ordinance to provide for the Management and Control of a Post "Office for the Colony of Hongkong.”

Question put and carried,—the Ordinance being numbered “No. 8 of 1862.” The Bill for the reorganization of the “Police Force” was read a second time; And the Council went into Committee upon the said Bill.

Sections 1 to 15 inclusive, agreed to.

Sections 16, 17 and 18, amended and agreed to.

Sections 19 to 23 inclusive, agreed to.

Sections 24 and 25 amended, and agreed to.

Sections 26 and 27 agreed to.

Schedules amended and agreed to.

Preamble agreed to.

The Governor put the Question, that this Bill, as amended, do pass, and that the Title be—“An Ordinance for the Establishment and Regulation of the Police Force "of the Colony of Hongkong.”

Question put and carried, the Ordinance being numbered “No. 9 of 1862.” The Bill “for the payment of Pensions” was read a second time;

And the Council went into Committee upon the said Bill.

Section 1 amended and agreed to.

The Governor put the question, that this Bill, as amended, do pass, and that the Title be—“An Ordinance to provide for the payment of Pensions to the Civil "Servants of the Government of Hongkong.”

Question put and carried, the Ordinance being numbered “No. 10 of 1862.” The Council adjourned sine die.
