VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 2 OF 1862.
MONDAY, 24TH FEBRUARY, 1862.
PRESENT:
His Excellency the GOVERNOR and all the Members, except the Colonial Treasurer, absent on leave.
The Council met to-day by Special Summons.
The Minutes of the Council held on the 22nd January, were read and approved.
The Jury List for the year 1862 was revised and amended,—Seventy of the Names therein being designated as "Special Jurors."
Read a first time, a Bill, entitled "An Ordinance authorizing the enrolment of a "Volunteer Force."
Read a first time, a Bill, entitled "An Ordinance to authorize His Excellency the "Governor by Proclamation to prohibit the Exportation of Military Stores and "other Articles."
Read a first time, a Bill, entitled "An Ordinance to amend Ordinance No. 4 of 1861, "and to increase each Jury Panel to Thirty-five."
Read a first time, a Bill, entitled "An Ordinance to amend Ordinance No. 13 of 1860 "by abolishing the Salaries of the Chief Magistrate and Assistant Magistrate, "and to make provision for the Salaries of the Judge of the Court of Summary "Jurisdiction, and Two Police Magistrates."
Read a first time, a Bill, entitled "An Ordinance abolishing the Offices of Chief and "Assistant Magistrates, and appointing and defining the Duties of Two Police "Magistrates, and to increase the limits of Imprisonment in certain Cases."
Read a first time, a Bill, entitled "An Ordinance establishing a Court of Summary "Jurisdiction, and appointing a Judge thereof, and defining his duties and "powers."
Read a first time, a Bill, entitled "An Ordinance for the regulation and control of the "Post Office in "Hongkong."
The Council then adjourned to Monday, the 17th Proximo, at noon.
